We firmly believe that those with complex needs should not be penalised simply because they are complex in their presentation. These cases are always intricate, and families tell us that the information provided to them by the NHS has, at times, been at best incomplete and at worst deliberately misleading during the NHS Continuing Healthcare Application process.
